The city *has* municipal broadband. It was part of the deal with Verizon for FIOS. VZ had to make a network for the City. It was decided that this network would not be made available to the public, only City agencies.
An excellent Moyers & Company episode with Susan Crawford, on her new book Captive Audience: The Telecom Industry and Monopoly Power in the New Gilded Age, that includes info on a successful municipal broadband initiative led by a Louisiana Mayor. http://billmoyers.com/segment/susan-crawford-on-why-u-s-internet-access-is-slow-costly-and-unfair/
