Prevent the next Sandy-level power outage

Hurricane Sandy caused an estimated $10B of damage to infrastructure and lost productivity during the power outage. How do we prevent this from happening again?

It is imperative that public resources be devoted to ensuring that this scale of damage must not happen again. Seawalls must be considered; power stations must be protected.

Gov. Cuomo called for some level of protection in his State of the State, but there does not yet seem to be a public website/agency devoted to advocating for this.
