Wherever telcos turn off copper wiring infrastructures, require that they turn those infrastructures over to the city.

 

Put the infrastructure to bid for providing low cost data services in disadvantaged areas.

Prevent the next Sandy-level power outage

Hurricane Sandy caused an estimated $10B of damage to infrastructure and lost productivity during the power outage. How do we prevent this from happening again? Have city promiote local loop unbundling of broadband

That the city, to promote efficient access to broadband capability for all citizens and businesses, research the feasibility of and promote "local loop unbundling" as now implemented in many EU locals in a manner similar to what has been successful in the Netherlands.
