Make an alert-if-active mode for certain wireless alerts

Wireless alerts are potentially life saving, but not every alert should wake the dead (e.g., a 4am Amber alert which only a miniscule portion of area subscribers can act upon). And cell phone users should have more flexibility than turning them off. Over the last month I found that Verizon customers in Manhattan who have been out since Sandy, areas of New York being given the option of inferior wireless or nothing, and whole areas of New York and the US that are not only being upgraded but are also being tossed under the bus. Digital Roadmap goals include open government & strengthened civic engagement; 2011 update promises "listening sessions" in all 5 boroughs. @nycgov meetup page is ,ore than a year old, but no meetups scheduled. Broad-based participation is essential for a Roadmap worthy of NYC
