Make all realtime public data accessible via API

Local law 11 requires that every city agency provide their data in a machine readable format on the web so activists and entrepreneur can leverage it and create new applications. However, section 23-502 c. only says such data should be updated "as often as is necessary to preserve the integrity of usefulness of the data".
